Born on 23rd June 1960 in Gdańsk.
Graduated from the Faculty of Law and Administration of the University of Gdańsk in 1986.
1986−1987 – an employee of Spółdzielnia Pracy Usług Wysokościowych “Świetlik” (a high-rising services works cooperative) in Gdańsk. 1987−1989 – the chairman of the Management Board of “Corina” Przedsiębiorstwo Remontowe (a renovation company).
1989−1990 – the chairman of the Management Board of the Gdańsk-based “Profilm” Film Agency. For many years, he cooperated closely with Maciej Płażyński in the capacity of director of Mr. Płażyński offices, when the latter served as the Gdańsk governor (1990−1996) and Marshal of the Sejm (1997−2001). Organised and participated in the meetings which led to the establishment of the Civic Platform. 1996−1997 – the director of the Gdańsk Bureau of former President Lech  Wałęsa. 2012−2015 – the Minister and Secretary of State at the Chancellery of the President of the Republic of Poland, responsible for contacts with government, parliament and political parties. 2013−2015 – a deputy head of the Chancellery of the President of the Republic of Poland.
In the 1970s, he was active in democratic opposition as a member of the Young Poland Movement. Participated in the Gdańsk Shipyard strike of August 1980 and organised its printing house. 1980−1981 – a secretary to Lech Wałęsa, the chairman of the Solidarity Trade Union. After the introduction of the martial law, he was an active member of the Solidarity underground.
Chairman of the Bronisław Komorowski Institute and member of the Arkadiusz Rybicki Foundation Council.
Chairman, and afterwards deputy chairman of the Deputies’ Ethics Committee in the Fourth, Fifth and Sixth Term Senate. Member of the Culture and Media Committee and the Justice and Human Rights Committee in the Fourth Term Sejm. Deputy chairman of the Parliamentary Club of the Civic Platform in the Fifth Term Sejm. Member of the Special Services Committee in the Sixth Term Sejm. Contributed to the work of the National and Ethnic Minorities Committee and the Deputies’ Ethics Committee in the Seventh Term Sejm. First deputy chairman of the Parliamentary Club of the Civic Platform in the Sixth and Seventh Term Sejm.
Member of the Civic Platform Party of Poland.
Married, has one child.
