Born on 23rd March 1960 in Przemyśl.
Graduated in Computer Science from the Faculty of Electrical Engineering, Automatics, Computer Science and Engineering of the AGH University of Science and Technology in Cracow in 1984; graduated in philosophy from the Pontifical  University of John Paul II (formerly Pontifical Academy of Theology) in Cracow and from the Faculty of Philosophy of the Jagiellonian University, respectively in 1985 and 1987. Studied at the University of Freiburg (1987−1989). Completed  scientific internship programmes in Germany, USA and UK (1994, 1995 and 1997).
Obtained a PhD in humanities in philosophy in 1991; awarded the habilitated doctor degree in 1996. Obtained the title of professor in 2009.
1985−1997 – an assistant of priest prof. Józef Tischner at the Pontifical Academy of Theology. 1986−1987 – an assistant at the IT Department of the AGH University of Science and Technology. Lecturer at the Pontifical University of John Paul II in Cracow since 1989 and at the University of Rzeszów (former Pedagogical University of Rzeszow) since 1993. Delivered guest lectures in many European countries as well as in the USA, Brazil, China and South Korea. Vice-dean  2002−2005) and dean (2005−2008) of the Faculty of Sociology and History of the University of Rzeszów. 2008−2012 – a vice-rector for foreign education and cooperation. 2012−2015 – the rector of the university. Appointed as the Secretary of  State at the Ministry of Science and Higher Education in 2015.
1998−2002 – a member of the City Council and the managing board of the City of Rzeszów.
2006−2007 − worked in the Axiological Foundations of the Polish Constitution
Team, established by the Commissioner for Human Rights. He has written over 50 publications in the following languages: Polish, German, English, including 6 books.
Specialist in modern German philosophy, ethics as well as social and political philosophy. Translator of Immanuel Kant’s works and expert in the domain of Józef Tischner’s philosophy.
Member of the Polish Philosophical Society and the Görres Society (Görres Gesselschaft).
Has no political party affiliation.
Married, has two children.
