Born on 16th April 1952 in Szczecinek.
1975 – graduated from the Faculty of Law and Administration at Adam Mickiewicz University in Poznań. Passed the licensing examination to become a judge and a legal adviser in 1977 and to become a barrister in 1981. Obtained the doctoral degree in constitutional law in 2010.
Until 2010 – in private legal practice. Was a member of the District Bar Council and taught constitutional and inheritance law to barrister’s trainees. From 2007 to 2015 a Senate representative to the National Council of the Judiciary of Poland. Author of numerous publications and initiator of conferences on constitutional law. Defended political opposition activists and served as a legal adviser and plenipotentiary of the Bishop of Koszalin-Kołobrzeg Diocese in the 1980s. Institute of National Remembrance granted him the status of an “injured party” in 2006.
Since 1975 has been involved in socio-cultural activities promoting the city of Koszalin and in charitable work on behalf of children, the handicapped and the blind.
Founder and, between 1988 and 1993, a deputy chairman of the board of the Baltic “Poland – United States of America” Society. Chairman of the Cardinal Ignacy Jeż Association, a member of the Club of Catholic Intelligentsia, “Polish Community” Association, Koszalin Lions Club.
Deputy chairman of the Rules, Ethics and Senatorial Affairs Committee and a member of the Emigration Affairs and Contacts with Poles Abroad Committee in the Sixth Term Senate. Chairman of the Rules, Ethics and Senatorial Affairs Committee and the Legislation Committee, also a member of the Emigration Affairs and Contacts with Poles Abroad Committee in the Seventh Term Senate. Chairman of the Legislation Committee and a member of the Emigration Affairs and Contacts with Poles Abroad Committee in the Eight Term Senate.
Member of the Civic Platform Party of Poland.
Married, has three children.
