Senator of the 10th and 11th term Senate.

Deputy to the 1st, 3rd, 4th, 5th, 6th and 7th term Sejm.

Deputy Marshal of the 4th term Sejm.

Member of the 8th term European Parliament.

 

Born on 28 July 1964 in Kielce.

In 1988, he graduated from the Faculty of Law and Administration of the University of Łódź. In 2004, he was awarded a doctoral degree in legal sciences, and in 2013, a post-doctoral degree in political and legal thought.

As a student, he was active in the Young Poland Movement, editing the underground “Prześwit” magazine.

He is an academic teacher of the University of Łódź in the Chair of Political and Legal Thought, an associate professor of that university, and the Founder and Director of the European Centre for Political System Research.

In 2000-2001, 2005-2006 and 2006-2007, he served as the Minister for Culture and National Heritage. He was the brain behind the Polish History Museum in Warsaw and founded the “Memory and Future” Centre in Wrocław.

He was a Deputy to the Sejm (1991-1993, 1997-2014). From 2004 to 2005, he served as the Deputy Marshal of the 4th term Sejm. In the 3rd term Sejm, he was the Chair of the State Control Committee and Deputy Chair of the Justice and Human Rights Committee. In the 4th term, he served as the Chair of the Liaison with Poles Abroad Committee (2001-2004).

In the 10th term Senate, he was the Chair of the Migration and Liaison with Poles Abroad Committee.

He is a pundit, author, co-author and editor of books dealing with cultural and historical policy, political and constitution-related issues and the history of Polish conservatism and conservative thought. He edited a collection of pre-war columns of Stefan Kisielewski entitled “Kisiel przedwojenny.” He was the founder and editor ofKwartalnik Konserwatywny (The Conservative Quarterly) (1996-2002).

He sat on the Legal Sciences Committee of the Polish Academy of Sciences (2020-2023). He is a member of the Polish Constitutional Law Society and the Advisory Committee of the European Network Remembrance and Solidarity.
